EPF ECR Due Date: 31 October 2026 and Employees’ Enrolment Campaign

The September 2026 EPF ECR filing and payment deadline is stated as 31 October 2026, while the Employees’ Enrolment Campaign (EEC) 2026 also closes on the same date. While employers need to prepare themselves for both deadlines, both deadlines involve different compliance obligations: monthly PF contributions and enrollment of qualifying employees who were not covered by EPF previously.

This guide covers the September 2026 EPF ECR checklist, EEC 2026 eligibility, potential liabilities and steps employers should take before the deadlines.

1. September 2026 EPF ECR Due Date: Key Updates

The EPFO has pushed back the deadline for September 2026 ECR filing and PF payment until 31 October 2026 from the previous deadline of 15 October 2026. It attributes the extension to the revision of the EPF wage ceiling from ₹15,000 to ₹25,000 per month, effective 17 September 2026.

As per the amendment, the period of September requires special attention as the ceiling limit has been changed during the wage month:

  • 1–16 September: The old ceiling of ₹15,000 is applicable
  • 17–30 September: The new ceiling of ₹25,000 is applicable

Review employees earning between the ceilings, their membership status and UAN mapping. Do not apply the revised ceiling to the full month without checking EPFO instructions.

Please note that the stated extension applies only to September 2026. October contributions remain scheduled for 15 November 2026. The EPF ceiling change should also not be copied into ESIC calculations: the source states that the ESIC wage ceiling remains ₹21,000 per month.

2. September EPF ECR Filing Checklist

Before filing the ECR for September 2026, the following seven checks must be done by the employers:

  1. Verify payroll settings: Confirm the applicable wage ceiling and dates
  2. Document calculations: Maintain records supporting contribution calculations
  3. Review newly eligible employees: Verify membership and UAN details
  4. Reconcile PF contributions: Match employer and employee shares against payroll
  5. Check EPS and EDLI: Follow applicable contribution rules and clarifications
  6. Review arrears: Allocate adjustments to the correct wage month
  7. Verify payment and records: Complete payment within the applicable deadline and save acknowledgements

Compare contributions with August and investigate unexpected changes before submission.

3. Employees’ Enrolment Campaign 2026: Eligibility and Deadline

The Employees’ Enrolment Campaign (EEC) 2026 runs from 1 July to 31 October 2026. This initiative will enable employers to enroll their employees who have never enrolled under EPF and have joined from 1st April 2009 to 31st March 2026. The employees must be employed by the employer at the time of declaration.

Check campaign rules, eligibility period and procedure on EPFO website or a compliance expert. Missing names in the current member register do not automatically establish eligibility.

The EEC 2026 provisions allow eligible registered and unregistered establishments to participate, with unregistered establishments required to apply for EPF coverage. Former employees and employees who joined before 1 April 2009 are not eligible under the campaign. Where employee contributions were already deducted but not deposited, the waiver of the employee’s share does not apply.

4. EEC 2026: What Does the ₹100 Damages Amount Cover?

The ₹100 damages amount under EEC 2026 is not the total cost of historical EPF compliance. Employers may still need to pay their share of past contributions, applicable interest and administrative charges.

The employee’s share of contribution may be waived where it was not deducted from wages, subject to the conditions of EEC 2026. The employer’s share, applicable interest and administrative charges remain payable. Where the period covered by the declaration is already subject to a pending EPFO inquiry, both employer and employee contributions may become payable, with the campaign benefit generally limited to the applicable concessional damages.

For example, consider an employee earning a flat ₹12,000 per month over 72 months. At a 12% employer contribution, the illustrative contribution calculation is ₹1,03,680, excluding interest and administrative charges. Actual liability depends on applicable wages, contribution rules and records. The ₹100 amount is not a cap on the employer’s overall historical liability.

5. EPF Compliance Action Plan: Before 31 October 2026

Manage the September ECR and EEC 2026 as separate workstreams, assigning responsibility to payroll, HR and compliance teams.

  • 21–23 October: Reconcile September payroll and compare active employees with EPF records.
  • 24–25 October: Resolve wage and UAN mismatches; review joining dates and pending notices.
  • 26–27 October: Obtain finance approval and estimate historical contributions, interest and charges.
  • 28–29 October: Prepare and submit ECR filings and eligible enrolment declarations as per official portal instructions.
  • 30 October: Verify payments, challans, reference numbers and declaration acknowledgements.
  • 31 October: Use the remaining time to resolve outstanding issues and preserve supporting evidence.

Start UAN generation and face authentication early wherever required. Retain dated submission records, payment confirmations and supporting documents.

6. Common EPF Compliance Mistakes to Avoid

  1. Assuming the extension applies to every month: This extension is applicable only to September. October payments need to be made on 15 November.
  2. Applying the revised ceiling to all of September: Verify the appropriate status of the period prior to 17 September.
  3. Declaring only selected employees: Consider all the current employees based on the criteria of EEC 2026.
  4. Treating ₹100 as the total liability: The ₹100 amount is a lump-sum damages amount applicable to the defaulting establishment under the campaign, not ₹100 per employee. Employer contributions, applicable interest and administrative charges may still be payable.
  5. Ignoring contractor and employment records: Reconcile joining dates and employment history across systems
  6. Confusing EEC 2026 with VISHWAS 2026: These are separate compliance initiatives with different purposes and procedures
