EPFO 2.01 (CITES): Key Digital PF Services and What Employers Need to Know

The Employees’ Provident Fund Organisation (EPFO) is taking another major step in its digital transformation with the rollout of EPFO 2.01 and the Centralised IT Enabled System (CITES).
As part of the upgrade, EPFO has undertaken a major consolidation of its databases and claims-processing software. The objective is to move from decentralised systems towards a more centralised infrastructure that can support faster processing, greater automation and a more consistent experience for members and employers. EPFO confirmed completion of a major database consolidation and software upgrade in 2026, with Member and Employer services subsequently made available in phases.
Alongside this system upgrade, EPFO members already have access to a growing range of digital and self-service facilities for managing their Universal Account Number (UAN), claims, transfers, nominations and account information.
For employers and HR teams, greater employee self-service may reduce routine intervention. However, it also increases the importance of maintaining accurate employment records, timely statutory updates and properly reconciled PF data.
Here is what employers should know.
What Is EPFO 2.01 and CITES?
EPFO has traditionally operated through its Unified Portal and Field Office applications supported by decentralized databases.
The Centralised IT Enabled System (CITES), also referred to as EPFO 2.01, is designed to consolidate these databases into a unified system and optimize processes related to claim settlement and payments.
The upgraded infrastructure is intended to:
- Improve claim-processing efficiency
- Support greater automation
- Reduce dependence on geographically linked processing systems
- Improve consistency of member records
- Make services more reliable and accessible
- Improve the overall experience for members and employers
EPFO described its 2026 system migration as a database consolidation and software upgrade specifically intended to improve service delivery and processing efficiency.
It is important, however, to distinguish the CITES upgrade from the wider digitisation of EPFO services. Several online facilities available to members today were introduced before EPFO 2.01 and continue to form part of EPFO’s broader digital ecosystem.
Key EPFO Services Available Digitally
Members can access several important PF-related services through EPFO’s digital platforms.
1. UAN Activation and Generation
A significant change has taken place in the process for generating and activating a Universal Account Number.
From 1 August 2025, EPFO made Aadhaar-based Face Authentication Technology (FAT) through the UMANG App the prescribed method for UAN generation, except for certain exceptional categories such as international workers and citizens of Nepal and Bhutan.
Existing UAN holders can also activate their UAN through the UMANG App using Face Authentication. The earlier facility for UAN activation and direct UAN allotment through the EPFO Member Portal has been discontinued. This allows employee information to be captured directly from Aadhaar and reduces the possibility of errors at the time of UAN creation.
2. UAN Retrieval
Members who already have a UAN but do not know the number can use EPFO’s Know Your UAN facility to retrieve it using the prescribed identification details. Once activated, the UAN becomes the primary identifier through which members access several EPFO services.
3. Online PF Claims
Eligible EPF members can file various claims digitally instead of submitting physical claim forms.
Depending on eligibility, these include:
- Form 19: Final settlement of PF
- Form 10C: Pension withdrawal benefit or Scheme Certificate, as applicable
- Form 31: PF advance or partial withdrawal
The shift towards centralised claims processing under CITES is intended to further streamline the way such requests are processed.
4. PF Passbook Access
Members can access their EPF passbook digitally to review contributions credited to their account. Regularly checking the passbook can help employees identify issues such as missing contributions or discrepancies between payroll deductions and amounts reflected in EPFO records.
From an employer perspective, this greater visibility makes timely and accurate PF remittances and ECR filings increasingly important.
5. E-Nomination
EPFO members can file and update their nominations digitally. E-nomination is particularly important because an updated nomination can facilitate online claims by nominees or eligible family members in the event of the member’s death. EPFO’s Member Portal continues to provide the e-nomination facility.
Employers should consider including e-nomination awareness in employee onboarding and periodic PF communication.
6. KYC and Member Profile Services
Members can manage several KYC and profile-related details digitally. EPFO has progressively reduced employer intervention in these processes. For example, Aadhaar-validated members can update several profile details themselves, including name, date of birth, gender, marital status, date of joining and date of leaving, subject to the prescribed conditions.
EPFO has also removed the requirement for employer approval for seeding bank account details with the UAN from April 2025. This represents an important shift towards greater member control over personal account information.
7. PF Transfer on Change of Employment
Employees changing jobs can initiate transfer of their PF accumulations digitally. EPFO has also simplified the transfer process considerably. Employer approval has been removed in the majority of eligible transfer cases, and the revamped Form 13 functionality has further reduced processing at the destination EPFO office.
For employees, this can make the movement of PF balances between employment records more seamless. For employers, however, accurate UAN mapping and joining and exit information remain important for ensuring that employee service records are correctly maintained.
8. Online Death Claims
EPFO’s Member Portal provides facilities for eligible nominees and family members to initiate death-related claims digitally.
Depending on eligibility and circumstances, benefits may include:
- Provident Fund settlement
- Pension benefits
- Employees’ Deposit Linked Insurance (EDLI) benefits
The Member Portal currently provides separate facilities for death claim filing by nominees and pension claims by eligible family members or nominees. Accurate and updated e-nomination can therefore play an important role in facilitating benefits for eligible beneficiaries.
Faster PF Claim Processing and Auto-Settlement
One of EPFO’s major areas of focus has been increasing automation in claim settlement. The auto-settlement limit for eligible PF advance claims was increased from ₹1 lakh to ₹5 lakh in June 2025. The facility covers prescribed advance claims, including certain claims relating to illness, education, marriage and housing.
Eligible claims can be processed automatically without manual intervention, helping reduce turnaround time. This development should not be interpreted to mean that all PF claims up to ₹5 lakh are automatically settled. The ₹5 lakh limit applies to eligible advance claims that satisfy EPFO’s prescribed conditions and system validations.
The combination of automation and CITES-based centralisation indicates a broader move towards faster and increasingly system-driven PF claim processing.
What Has Changed in the Employer’s Role?
Greater digital access does not remove the employer’s statutory responsibilities. Instead, it changes where employers need to focus their attention.
Earlier, HR and payroll teams were frequently involved in assisting employees with account-related processes. As EPFO introduces more self-service facilities, employees can complete several activities independently.
Employers should therefore focus more closely on the accuracy and timeliness of the statutory information for which they remain responsible.
1. Maintain Accurate Employee and UAN Records
Incorrect employee data can cause difficulties in contributions, transfers and claims.
Employers should ensure that:
- Employees are correctly mapped to their UAN
- Duplicate UAN issues are identified and resolved where applicable
- Employment details are correctly recorded
- Payroll and EPFO records remain consistent
Accurate source data becomes increasingly important as EPFO moves towards greater automated processing.
2. Update Joining and Exit Information on Time
Correct dates of joining and exit are important for maintaining an employee’s service history. Delays or inaccuracies can create issues when members attempt to transfer their PF balance or submit certain claims.
Employers should therefore ensure that employment records are reviewed and updated within the applicable timelines.
3. Ensure Accurate and Timely PF Contributions
Member access to digital passbooks gives employees greater visibility into contributions.
Employers should continue to ensure:
- Correct PF deduction
- Accurate ECR filing
- Timely deposit of contributions
- Proper mapping of contributions against employee UANs
- Periodic reconciliation of payroll and EPFO records
Digitisation increases transparency, making discrepancies easier for employees to identify.
4. Facilitate Employee Awareness
While several EPFO processes are now member-driven, employees may not always be aware of the available facilities.
HR teams can help by educating employees about:
- UAN activation through UMANG
- E-nomination
- PF passbook access
- Updating eligible profile details
- PF transfer procedures
- Online claim facilities
This can reduce routine HR queries while also helping employees keep their EPFO accounts updated.
UAN Activation Through UMANG: What Employees Should Know
Employees requiring a new UAN or activation of an existing UAN should now use the UMANG App.
The Aadhaar-based Face Authentication process generally requires:
- Aadhaar number
- Mobile number linked with Aadhaar
- UMANG App
- Aadhaar Face RD application
- Face Authentication
For new members, the UAN Allotment and Activation facility can generate and activate the UAN as part of the same process. Existing UAN holders can select the UAN Activation facility under EPFO’s Face Authentication services on UMANG.
This is an important correction to older guidance that refers to activating the UAN through Aadhaar OTP on the EPFO Member Portal.
What Employees Should Check Before Filing a PF Claim
Before initiating a claim, employees should review whether their EPFO records are complete and accurate.
Key details to check include:
- UAN status
- Aadhaar linkage
- Name and personal details
- Bank account details
- PAN, where applicable
- Employment history
- Date of exit, where relevant
- E-nomination
- PF contribution history
Identifying discrepancies before initiating a claim can help avoid unnecessary delays or queries.
Does Digital EPFO Mean Less Compliance Work for Employers?
Not necessarily. It may reduce the administrative effort associated with individual employee requests, but the underlying employer obligations continue. The change is better understood as a shift from: manual facilitation → accurate, data-driven compliance
As EPFO’s systems become increasingly automated, incorrect statutory data can affect employees more quickly. Employers should therefore move away from treating PF compliance purely as a monthly filing exercise and focus on the overall integrity of employee records across the employment lifecycle.
The Compliance Takeaway for Employers
EPFO 2.01 and CITES represent an important stage in EPFO’s transition towards a centralized, automated and member-driven digital ecosystem.
For employees, this means greater control over UAN management, claims, transfers, nominations and account information. For employers, it means that the quality of underlying statutory data becomes even more important.
